A country needed to maintain fresh water service on dozens of separate islands, and  the infrastructure and economic challenges led to reverse osmosis desalination treatment plants as the most effective option. BARBAR was retained by its client to work with the government to help form a public-private partnership to build, operate and transfer three water desalination treatment plants serving the island chain.
